As search engines discover unscrupulous tactics, (that were designed to give relevant websites decent rankings), used to rank irrelevant sites they are constantly changing their algorithms (factors that determine page rank) to adapt. This leaves the legit sites often with a precarious ranking at best. Fluctuation is a constant occurrence.
